III. BACKGROUND AND RATIONALE
The Municipality of Pulilan implements the Pulilan Community Connect Program, a municipal digital inclusion initiative that provides Fiber-to-the-Home (FTTH) internet connectivity to qualified household beneficiaries. The program operates through an existing FTTH network comprising fiber access facilities, local loops, network equipment, customer premises equipment, subscriber management facilities, internet connectivity, and related systems.
The current procurement has two complementary objectives: (a) renew and continue managed connectivity for 2,581 existing beneficiary households whose accounts have expired or require renewal; and (b) expand Community Connect to 500 new household beneficiaries with installation, activation, and two (2) years of managed FTTH connectivity.
In addition to household connectivity, the program provides limited free community internet access through a secondary SSID. This procurement therefore covers the operation, maintenance, managed connectivity, and expansion of the existing Community Connect FTTH Network rather than the mere purchase of internet bandwidth.
