INVITATION TO BID
1. The Provincial Government of Batangas (PGOB) invites interested and eligible suppliers to bid for the project Purchase and Delivery of 1 unit Pick-up-Displacement: not exceeding 2.8 L, Number of Cylinder: 4 CYL, Number of Valves: 16 valve, Engine: Diesel, Transmission: Automatic for the transport of personnel, equipment, supplies, products, and materials intended for heavy field use in generally rugged terrain under the Provincial General Services Office, with an Approved Budget for the Contract (ABC) amounting to Two Million Five Hundred Thousand Pesos Only (₱2,500,000.00), chargeable against the General Fund.
Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The PGOB hereby invites bids for the above-stated Procurement Project. The delivery of the Goods shall be completed within forty-five (45) calendar days from the issuance and receipt of the Notice to Proceed (NTP) for each lot. Prospective bidders must have completed within two (2) years prior to the deadline for the submission and receipt of bids, a contract similar in nature and complexity to the Project. The eligibility requirements and a detailed description of an eligible bidder are provided in the Bidding Documents, particularly in Section II – Instructions to Bidders.
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion, as specified in Republic Act 12009 or the New Government Procurement Act and its Implementing Rules and Regulations (IRR), and that for this purpose, the contract will be awarded to the Lowest Calculated Responsive Bidder (LCRB).
4. Prospective bidders may obtain further information from the PGOB – Bids and Awards Committee (PGOB-BAC) and inspect the Bidding Documents at the BAC Secretariat, 2nd Floor, BAC Office, Provincial Capitol Compound, Kumintang Ibaba, Batangas City, during office hours from Monday to Thursday, 7:00 AM to 6:00 PM.
5. A complete set of Bidding Documents may be acquired by interested bidders from the BAC Secretariat, 2nd Floor, BAC Office, Provincial Capitol Compound, Kumintang Ibaba, Batangas City, from Monday, October 19, 2026, until Monday, November 09, 2026, 9:00 AM, upon payment of the applicable fee as prescribed in the Bidding Documents.
6. The PGOB - BAC will conduct a Pre-Bid Conference on Tuesday, October 27, 2026, at 10:00 AM, at the Provincial Information Office Conference Room, ADMIN/PIO Building, Capitol Site, Kumintang Ibaba, Batangas City, which shall be open to all interested and prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at the Provincial Information Office Conference Room, ADMIN/PIO Building, Capitol Site, Kumintang Ibaba, Batangas City, on Monday, November 09, 2026, from 8:00 AM to 9:30 AM. The prescribed color of the folders and envelopes of bidding documents to be submitted is RED and there must be a corresponding tabbing/label for each document. Late bids shall not be accepted.
8. Each Bidder shall submit one (1) original set of the first and second components properly sealed and labeled as ORIGINAL-Technical and ORIGINAL-Financial components of its Bid. Both components shall sealed in separate envelopes and placed inside an outer envelope marked as Original-Bid. They are also required to provide one (1) set of a duplicate copy of the 1st and 2nd component properly sealed and labeled as such, with corresponding tabbing/label for every document. It shall be similarly sealed and placed inside an outer enveloped marked as Copy.
9. Any bid not accompanied by a valid bid security in the form and amount specified in ITB Clause 14 shall be rejected by the PGOB-BAC and shall be rated as non-responsive to the eligibility requirements.
10. Bid opening shall be on Monday, November 09, 2026, at 10:00 AM, at the Provincial Information Office Conference Room, ADMIN/PIO Building, Capitol Site, Kumintang Ibaba, Batangas City. Bids will be opened in the presence of the bidders or their duly authorized representatives who choose to attend, end-user representatives, and duly invited observers.
11. The PGOB - BAC reserves the right to reject any or all bids, declare a failure of bidding, or not award the contract at any time prior to the award in accordance with the government procurement act and its Implementing Rules and Regulations (IRR).
