Invitation to Bid
for the
PURCHASE OF FORAGE CHOPPER

1.The Municipal Government of Leyte, through the authorized appropriations under Trust Fund intends to apply the sum of Four Hundred Thousand Pesos (Php400,000.00) under the contract for the Purchase of Forage Chopper. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2.The Municipal Government of Leyte now invites bids for the above Procurement Project. Delivery of the Goods is required within 30 Calendar Days. Bidders should have completed, within 7 days from the date of submission and.1receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3.Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 12009.
4.Prospective Bidders may obtain further information from Local Government Unit of LEYTE and inspect the Bidding Documents at the address given below from 8:00 a.m – 5:00 p.m.
5.A complete set of Bidding Documents may be acquired by interested bidders on October 17, 2026 from given address and website/s below and upon payment of a non-refundable fee for the bidding documents pursuant to the latest Guidelines issued by the GPPB in the amount of Five Hundred Pesos. Bidders can make payments for the bidding documents at the Treasurer’s Office of the Local Government Unit of Leyte. It may also be downloaded free of charge from the website of the Philippine Government Electronic System (PhilGEPS), provided that the bidders shall pay the fee for the Bidding Documents not later than the submission of their bids.
6.Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address as indicated below, (ii) online submission through electronic bidding facility of the PHILGEPS as indicated below, on or before November 5, 2026, 10:00 o’ clock in the morning. Late bids shall not be accepted.
7.All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
8.Bid opening shall be on November 5, 2026, 10:00 o’ clock in the morning at the Bids and Awards Committee (BAC) Office, Leyte, Leyte. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
9.The Municipal Government of Leyte reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 Implementing Rules and Regulations (IRR) of RA No. 12009, without incurring any liability to the affected bidder or bidders.
