Purchase of One (1) unit Motor Grader-Brand New for various development projects of the Provincial Government, PEO, Province of Negros Oriental (B-183-2026)

1) The Provincial Government of Negros Oriental, through Source of Fund: Responsibility Center: 8919-04(26) / Account Coode: 10705080 intends to apply the sum of Eight Million Six Hundred Eighty-Two Thousand Three Hundred Twelve Pesos (Php8,682,312.00) being the Approved Budget for the Contract (ABC) to payments under the contract “Purchase of One (1) unit Motor Grader-Brand New for various development projects of the Provincial Government, PEO, Province of Negros Oriental”. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Provincial Government of Negros Oriental now invites bids for the above Procurement Project. Delivery of the Goods is required by the End-user within 60 calendar days from receipt of Notice to Proceed. Bidders should have completed, at least within five (5) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from Office of the BAC Secretariat and inspect the Bidding Documents at the address given below during office hours from 8:00am to 5:00pm (Monday to Friday).

5) A complete set of Bidding Documents may be acquired by interested Bidders October 13, 2026 to November 3, 2026 from the address given above and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Eight Thousand Five Hundred Pesos (Php8,500.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS), provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Bids and Awards Committee will hold a Pre-Bid Conference on October 21, 2026 at 2:00 in the afternoon at the BAC Conference Room, Ground Floor, Convention Hotel, Capitol Area, Dumaguete City and/or through video conferencing or webcasting via Google Meet, which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before November 3, 2026 at 1:00 in the afternoon. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on November 3, 2026 at 1:30 in the afternoon, BAC Conference Room, Ground Floor, Convention Hotel, Capitol Area, Dumaguete City and/or through video conferencing or webcasting via Google Meet. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) Submitted documents without proper tabbing for all copies (3 envelopes) with name of the document (not letters or numbers) and not book bounded (soft/hard) is automatically disqualified.

11) The BAC of the Province of Negros Oriental reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.

b. Conduct seminar and training for operators and mechanics on preventive maintenance services safety rules and standard operating procedures.
c. Must conduct 1st PMS that includes (Engine Oil, Oil Filter Fuel Filter, Water Separator and Air Cleaner) Free of Charge.
d. Must provide operation & maintenance manual, parts book (in ENGLISH), basic tools for the equipment & Early Warning Device (EWD).
e. Must provide 6 pcs. each of the following (air cleaner, oil filter, fuel filter, water separator) per unit.
f. Must put on signage and logo printed/pasted (permanent) of the Provincial Government and "For Official Use Only" label as prescribe by this Office. (See Equipment Pool Head for the exact dimension and color)
g. Must have technicians and service center within the Province Negros Oriental for after sales maintenance.
h. Must have Business Permit Within Negros Oriental.

Warranty: (1) One Year Warranty

NOTE:
The winning bidder must have existing business establishment within Metro Dumaguete Area for faster transactions in the event that the items are requested by the end-user and have 24/7 service.
