The Local Government Unit-Pitogo, through the Bids and Awards Committee (BAC), invites contractors registered with the PhilGEPS and to apply for eligibility and if found eligible, to bid for the hereunder contract:

Prospective bidders should possess a valid PHILGEPS PLATINUM CERTIFICATE OF REGISTRATION and must have completed a similar contract with a value of at least 25% of the ABC (expendable supplies). The BAC will use a non-discretionary pass/fail criteria during the Eligibility Check as well as the Preliminary Examination of Bids. The BAC will conduct post-qualification to the lowest calculated bid.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre Bid Conference, Evaluation of Bids, post-Qualification and Award of Contract shall be governed by the pertinent provision of R.A. 9184 and its Implementing Rules and Regulations (IRR).
Description
1. The LGU-PITOGO through the NEP/GAA 2025, intends to apply the sum of Php 367,260.00 being the Approved Budget for the Contract (ABC) to payments under the contract for PURCHASE OF SUPPLIES AND MATERIALS FOR WATER SYSTEM of Pitogo, Zamboanga del Sur Province. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The LGU-PITOGO now invites bids for the above Procurement contract. Delivery period required is 30 Calendar Days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA)No.9184.
4. Interested bidders may obtain further information from the LGU-PITOGO and inspect the Bidding Documents at the address given below from 8:00 AM to 5:00 PM, Monday to Friday.
5. A complete set of Bidding Documents may be acquired by interested Bidders on SEPTEMBER 16-23, 2026 until 1:00 pm from the given address and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of P1,000.00
6. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before SEPTEMBER 23, 2026 until 1:00 PM. Late bids shall not be accepted.
7. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
8. Bid opening shall be on SEPTEMBER 23, 2026 @ 1:00 PM. at Municipal Budget Office, Pitogo, ZDS. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.
9. The LGU-PITOGO reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
