1. The Department of Social Welfare and Development Negros Island Region (DSWD NIR), through the authorized amount in the General Appropriations Act (GAA), continuing and automatic appropriations, or other authorized source of funds intends to apply the sum of One Million One Hundred Sixty-Eight Thousand One Hundred Eighteen Pesos Only (Php 1,168,118.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Rebidding for Supply and Delivery of Various ICT Equipment of Negros Island Region for CY 2026 specific for Lot 3: Audio Visual, Office Electronics and ICT Equipment. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Department of Social Welfare and Development Negros Island Region now invites bids for Rebidding for Supply and Delivery of Various ICT Equipment of Negros Island Region for CY 2026 specific for Lot 3: Audio Visual, Office Electronics and ICT Equipment. Delivery of the goods and services are required, as specified in Section VI – Scheduled of Requirements. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

1. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from DSWD Negros Island Region and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 15, 2026 from the address and website given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Php 5,000.00.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees, and they may present it in person or through electronic means.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The DSWD Negros Island Region will hold a Pre-Bid Conference on October 24, 2026, Saturday, 9:00 AM at DSWD Negros Island Region Magor Building Conference Room, Ma. Asuncion Subdivision, St. Paul corner St. Ignacius Street, Brgy. Daro, Dumaguete City and/or through video conferencing via Google Meet thru this link: https://meet.google.com/rxh-euua-asi, which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before November 5, 2026, Thursday, 8:45 AM. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 5, 2026, Thursday, 9:00 AM at DSWD Negros Island Region Magor Building Conference Room, Ma. Asuncion Subdivision, St. Paul corner St. Ignacius Street, Brgy. Daro, Dumaguete City and/or via Google Meet thru this link: https://meet.google.com/qpi-oqyw-yev which will be opened only to those eligible and confirmed bidders.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. To maximize the use of existing provisions under Section 42.2 of RA No. 12009, for purpose of determining a quorum, members of the Bids and Awards Committee (BAC), which include the Chairperson or the Vice-Chairperson, may be present, either in person or face-to-face through videoconferencing, webcasting or similar technology for Procuring Entities with such technology.

1. Participating bidders shall submit two (2) copies of their duly accomplished eligibility requirement, technical and financial proposals.

1. The DSWD Negros Island Region reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
