“Repair and Rehabilitation of Jose Panganiban, Camarines Norte (JCNP) and San Andres, Quezon (AUQP) Satellite Telemetered Seismic Station”

1) The Philippine Institute of Volcanology and Seismology, through the GAA 2027 intends to apply the sum of THREE MILLION PESOS ONLY (₱ 3,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for “Repair and Rehabilitation of Jose Panganiban, Camarines Norte (JCNP) and San Andres, Quezon (AUQP) Satellite Telemetered Seismic Station” with the Purchase Request Number 520260906757-0-1. Bids received in excess of the Approved Budget for the Contract (ABC) shall be automatically rejected at bid opening.

2) The Philippine Institute of Volcanology and Seismology now invites bids for the above procurement project. Completion of the Works is required within One Hundred Twenty (120) calendar days upon receipt of Notice to Proceed. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders (ITB).

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of the Republic Act (RA) 12009.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.

4) Interested bidders may obtain further information from Philippine Institute of Volcanology and Seismology and inspect the Bidding Documents at the address given below from Monday to Thursday, 8:00am to 7:00pm.

A complete set of Bidding Documents may be acquired by interested Bidders from BAC Secretariat on October 07, 2026 to October 27, 2026 from the address given and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of THREE THOUSAND PESOS ONLY (₱ 3,000.00).

5) It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. Bidder/s who opted to download the Bidding Documents at the websites of PHILGEPS and PHIVOLCS may pay or deposit the non-refundable fee to the account of PHIVOLCS Procurement Related Activities with Account Number 0702-1056-17 at Landbank Q.C Circle Branch and email the copy of the deposit slip to the PHIVOLCS BAC Secretariat and Cashier at the email address bac.secretariat@phivolcs.dost.gov.ph and eleanor.manuel@phivolcs.dost.gov.ph

6) The Philippine Institute of Volcanology and Seismology will not hold a Pre-Bid Conference at 1:30 PM of October 14, 2026 at PHIVOLCS Bldg., C.P. Garcia Avenue, UP Campus, Diliman, Quezon City which shall be open to prospective bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through at the address below not later than 1:30 pm of October 27, 2026. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.

9) Bid opening shall be on at 1:30 pm of October 27, 2026 at PHIVOLCS Bldg. C.P. Garcia Avenue, UP Campus, Diliman, Quezon City and/or via zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) Bidder shall enclose their technical document described in ITB Clause 12 in one sealed envelope marked “TECHNICAL COMPONENT”, and the financial component in another sealed envelope marked “FINANCIAL COMPONENT”, sealing them all in an outer envelope marked “BID”.

11) The Philippine Institute of Volcanology and Seismology reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
