INVITATION TO BID
1) The Provincial Government of Sorsogon, through the 20% DF Unappropriated Surplus 2025, intends to apply the sum corresponding to each project as the Approved Budget for the Contract (ABC) to payments under the following contracts. Bids received in excess of the ABC for each project shall be automatically rejected at bid opening.
1.1 Project Name : Repair/Rehabilitation of Abuyog Multi-Purpose Building

2) The Provincial Government of Sorsogon now invites bids for the above Works.
Completion of the Works is required as stated for each project. Bidders should have completed a contract similar to the Project within the period required in the Bidding Documents. The description of an eligible bidder is contained in the Bidding Documents, particularly in Section II – Instructions to Bidders (ITB).
3) Bidding will be conducted through competitive bidding procedures using a non- discretionary “pass/fail” criterion as specified in the IRR, otherwise known as the “New Government Procurement Act (NGPA)”. The Single/Lowest Calculated Responsive Bid (S/LCRB) shall be used as the criteria for contract award.
Bidding is restricted to Filipino citizens/sole proprietorships, cooperatives, and partnerships or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines.
4) Interested bidders may obtain further information from Provincial Bids and Awards Committee of the Provincial Government of Sorsogon and inspect the Bidding Documents at the address given below from 9:00A.M to 3:00 PM Only.
5) A complete set of Bidding Documents may be acquired by interested bidders on October 5, 2026 from given address below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos Only (P 1,000.00). The Procuring Entity shall allow the bidder to present its proof of payment for the fees.
6) The Provincial Government of Sorsogon will hold a Pre-Bid Conference on October 13, 2026 at 2:00 PM at the Conference Room 3, 2F, Capitol Building, Capitol Compound, Sorsogon City which shall be open to prospective bidders.
7) Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below, on or before October 26, 2026 at 9:00 AM. Late bids shall not be accepted.
8) All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9) Bid opening shall be on October 26, 2026 at 10:00 AM at the Conference Room 3, 2F, Capitol Building, Capitol Compound, Sorsogon City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

10) Interested bidder, upon submission of the letter of intent is directed to bring with him and present to the Committee the original copies of Department of Trade and Industry (DTI) Certificate, Philippine Contractors Accreditation Board (PCAB) License, Mayor’s Permit, Tax Clearance, Certificate of PhilGeps Registration and a copy of Completed Similar Project.
Further, should a person will represent the contractor, he must be duly authorized by the latter through a duly notarized Special Power of Attorney, Secretary’s Certificate, or Board/Partnership Resolution, whichever is applicable and bring with him the above stated documents to be presented to the Committee for the purpose of verification of its authenticity.
11) The Provincial Government of Sorsogon reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without thereby incurring any liability to the affected bidder or bidders.
