SCAPE Professional Services and Development Framework
AI Summary
SCAPE Procure Limited intends to establish a comprehensive framework agreement for the provision of Professional Services and Development throughout England, Wales, and Northern Ireland. The framework will cover a range of consultancy and advisory services, including built‑environment and infrastructure and utilities consulting, as well as development services focused on property, infrastructure, and asset optimisation. SCAPE plans to populate the framework with three suppliers who each meet an anticipated annual turnover threshold of £85 million, thereby encouraging stakeholder participation from larger providers while also enabling SME engagement through the successful bidder’s supply chain or through consortiums or joint ventures that include SMEs. This structure is designed to create a flexible, multi‑party partnership that can be renewed upon contractual expiry, ensuring continuity and adaptability in service delivery.
The procurement strategy incorporates established CPV codes—71500000 for construction‑related services, 71530000 for construction consultancy services, and 71541000 for construction project management services—to ensure consistency with national procurement vocabulary. The framework will be granted in English and will involve tendering that aligns with UK public sector procurement standards. The overarching technical requirement is that all participating suppliers and their associated parties meet the specified CPV classifications and the £85 million annual turnover criterion.

Preliminary Market Engagement:
Discussions have been held with organisations (both Clients and Consultants) to help shape the framework to be offered within the professional services and development space. Engagement activities commenced on 08/04/2025 and will continue until 21/11/2025. During market engagement sessions prior to this notice, information was sought and provided to inform the procurement strategy and provide an opportunity to give feedback on the proposal.
Those organisations participating in the market engagement were asked a standard set of questions all of which have been recorded to provide an appropriate audit trail. SCAPE has undertaken this process in accordance with the provisions set out in the Procurement Act 2023. All feedback has been taken into consideration and any future market engagement feedback will also be reviewed to help inform the framework prior to a Tender Notice being issued. All feedback has been given an equal weighting to ensure that no advantage is gained by any Consultant as a result of their participation.
