Solar PV Operations, Maintenance and Development Services

AI Summary

Wrexham County Borough Council seeks to appoint a single supplier to deliver a fully integrated Solar PV services contract that will cover the operation, administration and future development of its approximately 2,725 domestic and non‑domestic photovoltaic systems. The agreed supplier will be responsible for remote monitoring and performance management, planned and reactive maintenance, panel cleaning, meter replacement and metering management, fault identification and repair, asset management and performance optimisation, as well as liaising with distribution network operators and ensuring compliance inspections and certifications. In addition, the contract will encompass Feed‑in Tariff and income support services, the design and installation of new PV systems, and the expansion and upgrading of existing assets, providing a single point of contact for the Council’s entire solar portfolio.

The Council is conducting market engagement to determine whether providers can deliver the full range of services under a single contract or prefer to divide the work into separate lots, such as separate O&M/monitoring versus installation/expansion works. Interested suppliers will also be asked to outline typical service delivery models, their approaches to metering, monitoring and data ownership, opportunities for innovation and best practice, as well as anticipated risks, challenges and contract durations suitable for this type of service. The project aims to maximise solar generation and revenue, ensure statutory, insurance and industry compliance, future‑proof monitoring and metering infrastructure, reduce internal administration and contract management, and support the Council’s Carbon Neutral 2030 ambitions through ongoing expansion of its solar portfolio.

Suppliers must ensure that all activities comply with UK renewable energy standards, including IEC 62914 for smart metering, NERC grid connection guidelines, and ISO 9001 quality management system requirements.
