Supply and Delivery of Agricultural Equipment

INVITATION TO BID FOR SUPPLY AND DELIVERY OF AGRICULTURAL EQUIPMENT

1) The Provincial Government of La Union, through the PGLU CY 2025 General Fund (RA 7171 – Tobacco Excise Tax Fund), intends to apply the sum of TWENTY-TWO MILLION TWO HUNDRED THOUSAND PESOS (P22,200,000.00) being the Approved Budget for the Contract (ABC) for the SUPPLY AND DELIVERY OF AGRICULTURAL EQUIPMENT / ITB NO. 2026-03-05R consisting of five (5) items detailed as follows:

4 RICE TRANSPLANTER (WALK BEHIND) – 4 units 2,200,000.00
5 MOBILE RECIRCULATING DRYER - 4 units 6,400,000.00
TOTAL P22,200,000.00
Bids received in excess of the ABC for each item shall be automatically rejected at bid opening.

2) The PGLU now invites bids for the SUPPLY AND DELIVERY OF AGRICULTURAL EQUIPMENT. Delivery of the Goods shall be in accordance with the delivery schedule under Section VI (Schedule of Requirements). Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. (Instructions to Bidders).

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

i) Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
ii) Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

4) Interested Bidders may obtain further information from Provincial Government of La Union (PGLU) and inspect the Bidding Documents at the address given below during office hours.
During the implementation of the Flexible Working Arrangement of the Provincial Government of La Union, office hours shall be as follows:

7:00 am to 5:30 pm Monday to Wednesday
7:00 am to 12:00 pm Thursday
In the event that the Flexible Working Arrangement is suspended or not in effect, the regular office hours shall apply, as follows:

8:00 am to 4:30 pm Monday to Thursday
8:00 am to 12:00 pm Thursday

5) A complete set of Bidding Documents may be acquired by interested Bidders on October 7 – 27, 2026 at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, to wit:
The cost of the Bidding Documents shall be based on the total Approved Budget for the Contract (ABC) of the items or combination of items that the bidder intends to bid. The applicable fee shall be determined using the aggregated ABC of the selected item(s), in accordance with the following schedule:

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Provincial Government of La Union will hold a Pre-Bid Conference on October 15, 2026, 10:00 am at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union, which shall be open to prospective Bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before October 27, 2026 at 9:59 am. Late bids shall not be accepted.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on October 27, 2026 at 10:00 am at the BAC Conference Room, Provincial Capitol, City of San Fernando, Province of La Union and/or via https://www.facebook.com/LGUlaunion. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) The Provincial Government of La Union reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 704 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
