Description
The Local Government Unit – Quinapondan, Eastern Samar, through the Bids & Awards Committee (BAC ), intends to apply the sum of Eight Hundred Ninety Nine Thousand Six Hundred Pesos Only(Php899,600.00) under the Approved Annual Budget Appropriation Ordinance, series of 2026 of the Local Government Unit of Quinapondan, Eastern Samar, specifically from the Capital Outlay, being the Approved Budget for the Contract (ABC) to payment for the Supply and Delivery of IT Equipments and Devices (Computer Supplies). Bids received in excess of the ABC shall be automatically rejected at bid opening.

Delivery of the Goods is required within Fifteen (15) days from receipt of Notice to Proceed. Bidders should have completed within three (3) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (RA) 12009, otherwise known as the “ New Government Procurement Act”.

Interested bidders may obtain further information from the Bids and Awards Committee of LGU Quinapondan and inspect the Bidding Documents at the address given below during Mondays through Fridays from 8:00 to 5:00 PM.
A complete set of Bidding Documents may be purchased by interested Bidders starting on September 18, 2026 until September 29, 2026 from the address below and upon payment of a nonrefundable fee for the Bidding Documents in the amount of One Thousand Pesos (Php1,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the nonrefundable fee for the Bidding Documents not later than the submission of their bids.
Bids must be delivered to the address below on or before 10:00 O’clock in the Morning, LGU-MDRRMO Clock time on September 29, 2026. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 18.1.
Bid opening shall be on September 29, 2026, immediately after 10:00 AM (LGU-MDRRMO Clock Time), following the deadline set for the submission and receipt of bids, at the Conference Hall of the Municipal Building. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.
The Bids and Awards Committee reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
