INVITATION TO BID FOR SUPPLY AND DELIVERY OF MATERIALS FOR THE REPAIR OF LEGISLATIVE BUILDING
1. The Local Government of Maconacon, Isabela, through 2026 Supplemental Budget and as per Authority for the SUPPLY AND DELIVERY OF MATERIALS FOR THE REPAIR OF LEGISLATIVE BUILDING intends to apply the sum of FIVE HUNDRED TWENTY-FOUR THOUSAND THREE HUNDRED FOURTEEN PESOS AND EIGHTY-SIX CENTAVOS (PHP 524,314.86.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the “SUPPLY AND DELIVERY OF MATERIALS FOR THE REPAIR OF LEGISLATIVE BUILDING”. The period for the performance of the obligations under the Contract shall not go beyond the validity of the corresponding appropriations for the Project. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The Local Government Unit of Maconacon, Isabela now invites bids for the SUPPLY AND DELIVERY OF MATERIALS FOR THE REPAIR OF LEGISLATIVE BUILDING is required for a contract duration of 15 calendar days upon receipt of Notice to Proceed. Bidders should have completed, within 5 calendar days from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
a. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Prospective Bidders may obtain further information from Local Government Unit of Maconacon, Isabela and inspect the Bidding Documents at the address given below during Monday to Friday, 8:00 a.m. to 5:00 p.m. and inspect the Bidding Documents as posted on the Philippine Government Electronic Procurement System (PhilGEPS).
5. A complete set of Bidding Documents may be acquired by interested Bidders on September 15, 2026 to September 29, 2026, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of One Thousand Pesos (Php 1,000.00). The Procuring Entity shall allow the bidder/authorize representative to present its proof of payment for the fees personally to the BAC Secretariat before Bidding Documents will be released.
[NOTE: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.]
6. Bids must be duly received by the BAC Secretariat through manual submission at BAC Office, New Municipal Hall Building Left Wing, 2nd Floor, Fely, Maconacon, Isabela on or before September 29, 2026, 8:30 a.m. Late bids shall not be accepted.
7. Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
8. Bid opening shall be on September 29, 2026, 10:00 a.m. at BAC Office, New Municipal Hall Building left wing, 2nd Floor. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. For a quorum, the BAC and TWG Members can join the Opening of Bids thru Face to Face or Video Call.
9. The Local Government Unit of Maconacon, Isabela, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
10. Any provision in the Instruction to Bidders that is not complied with shall be a ground for disqualification, except when allowed by R.A. 9184, its Implementing Rules and Regulation or pertinent GPPB Resolutions.
