Invitation to Bid for the Early Procurement Activity

“SUPPLY AND DELIVERY OF MEALS AND VENUES IN MEDINA, MISAMIS ORIENTAL”

1. The First Misamis Oriental General Hospital, through the FY 2027 National Expenditure Program (NEP) intends to apply the sum of Three Million Eight Hundred Thirty-Five Thousand Four Hundred Pesos (₱3,835,400.00), being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Meals and Venues in Medina, Misamis Oriental for FY 2027 – EARLY PROCUREMENT ACTIVITY (EPA) / PB No. 2027-004-EPA. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The First Misamis Oriental General Hospital now invites bids for Supply and Delivery of Meals and Venues in Medina, Misamis Oriental for FY 2027 – (Early Procurement Activity 2027) / PB No. 2027-004-EPA using the Lowest Calculated Responsive Bid (LCRB). Delivery of the Goods shall be completed within Thirty (30) calendar days from receipt of the Notice of Proceed (NTP). Bidders should have completed, at least from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

1. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
2. Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.

1. Interested Bidders may obtain further information from First Misamis Oriental General Hospital- BAC Secretariat and inspect the Bidding Documents at the address given below from October 23, 2026, from 8:00 am to 5:00 pm until November 17, 2026, at 9:00 AM.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 23, 2026 from the website upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (₱5,000.00) or through Bank Deposit at Land Bank of the Philippines (LBP); Account Name: FIRST MIS OR GEN HOSPITAL Trust Fund; Account No.: 002122-1102-33. The Procuring Entity shall allow the bidder to present its proof of payment for the fees presented in person, by facsimile, or through electronic means. The fee for the Bidding Documents shall be ₱5,000.00 whether the bidder intends to bid for Lot 1 with an ABC of ₱2,460,700.00, Lot 2 with an ABC of ₱1,374,700.00, or both Lots 1 and 2 with a combined ABC of ₱3,835,400.00.

[Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of the ABC of all lots.]

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The First Misamis Oriental General Hospital will hold a Pre-Bid Conference on November 3, 2026 – 2:00 PM at FMOGH, Administrative Lobby, Medina, Misamis Oriental and/or through video conferencing via http://tinyurl.com/FMOGH-PREB-2027-004-EPA, which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before 9:00 AM of November 17, 2026. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on 2:00 PM of November 17, 2026 at FMOGH, Administrative Lobby, Medina, Misamis Oriental. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. Prospective bidders are expected to have read the bidding documents, including the technical specifications, prior to attending the pre-bid conference.

1. The First Misamis Oriental General Hospital reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
