Invitation to Bid

(For the Procurement of goods)

1. The City Government of Puerto Princesa (CGPP), through General Appropriations Ordinance No. 1-2025 (GF 2026), TF- Fire Code Fees, intends to apply the sum of corresponding Approved Budget for the Contract (ABC) for each of the following below stated supply/service-requirements of the CGPP for the regular operation and dispense of the governmental functions of different offices, projects, activities and programs of the City for the fiscal year CY 2026. Bids received in excess of the respective ABC of the following projects shall be automatically rejected at bid opening, to wit. 

1. The CGPP now invites bids for the above procurement using the appropriate strategic consideration or procurement strategy – life cycle assessment and life cycle cost analysis. Delivery of the Goods/Services required for item nos. 1, & 5, 90 CD, item no. 2 & 4, 30 CD and item no. 3, 60 CD. Bidders should have completed, at least five (5) years fropm the date of the submission and receipt of bids, a contract similar to the procurement Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instructions to Bidders. 
2. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 

1. Interested Bidders may obtain further information from BAC Office [3/F Puerto Princesa City Hall Building Complex, Government Center, Sta. Monica Heights, Puerto Princesa City and inspect the Bidding Documents at the address given below from 8:00 o’clock in the morning up to 5:00 o’clock in the afternoon on regular government working days.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 14, 2026 to November 03, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB or as stated above in person.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The CGPP will hold a Pre-Bid Conference on Pre-bid Conference on October 22, 2026/2:00 PM at the BAC Office and/or through video conferencing via https://www.facebook.com/profile.php?id=61589084339251, which shall be open to prospective Bidders.
2. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below on or before 1:00 o’clock in the afternoon of November 03, 2026. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening will follow on the same date at 2:00 o’clock in the afternoon at BAC Office and/or via N/A. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. All bids must be COMPLETE. Partial bids shall be considered non-responsive and, thus, automatically disqualified. In this regard, where a required item is provided, but no price is indicated, the same shall be considered as non-responsive, but specifying a “0” (zero) for the said item would mean that it is being offered for free to the CGPP.
2. The CGPP reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
