Supply and Delivery of Supplies Materials to Support the Logistical and Operational Requirements

INVITATION TO BID FOR SUPPLY AND DELIVERY OF SUPPLIES AND MATERIALS TO SUPPORT LOGISTICAL AND OPERATIONAL REQUIREMENTS

1. The Philippine Army through the Advice of Sub-Allotment (ASA) Number 3100-2026-0730 dated 03 June 2026 valid until 31 December 2027 intends to apply the sum of FIVE MILLION THREE HUNDRED THIRTY-NINE THOUSAND THREE HUNDRED SIXTY PESOS ONLY (PhP5,039,360.00), being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Supplies Materials to Support the Logistical and Operational Requirements. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The IMCOM Special Bids and Awards Committee now invites bids for Supply and Delivery of Supplies and Materials to Support the Logistical and Operational Requirements. Delivery of the Goods is required within Ninety (90) Calendar Days from Receipt of the Notice to Proceed (NTP). Bidders must have completed at least five (5) years, from the date of submission and receipt of bids, of contracts similar to the project. The Bidding Documents describe an eligible bidder, particularly in Section II. (Instructions to Bidder).

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 

1. Interested Bidders may obtain further information from the Secretary, IMCOM Special Bids and Awards Committee (IMCOM SBAC), Fort Ramon Magsaysay, Palayan City, Nueva Ecija, and inspect the Bidding Documents at the address given below from 8:00am to 5:00pm on weekdays only (except holidays).

1. A complete set of Bidding Documents may be acquired by interested Bidders from the address given below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of TEN THOUSAND PESOS (PhP10,000.00).

           It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The IMCOM SBAC will hold a Pre-Bid Conference on the date and time specified below at the Office of IMCOM SBAC, Fort Ramon Magsaysay, Palayan City, Nueva Ecija, face-to-face or via video conferencing, which shall be open to prospective Bidders.
2. Bids must be duly received by the IMCOM Special Bids and Awards Committee (IMCOM SBAC) Secretariat through manual submission at Fort Ramon Magsaysay, Palayan City, Nueva Ecija on or before 26 October 2026 (Monday).  Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in Instructions to Bidders (ITB) Clause 16.1.

1. Bid opening shall be on the date specified below and at the given address below, or through video conferencing or webcasting. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. The Philippine Army reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
