SUPPLY AND DELIVERY OF DRUGS AND MEDICINES EPA 2026-03 (SDDM EPA 2026-03)

Project Reference No.

1. The Don Jose S. Monfort Medical Center, through Proposed GAA FY 2027 intends to apply the sum of Ten Million Five Hundred Seventy Nine Thousand Three Hundred Twenty Five Pesos Only (Php 10,579,325.00) being the Approved Budget for the Contract (ABC) to payments under the contract for  Supply and Delivery of Drugs and Medicines EPA 2026-03 IB 2026-10-003 SDDMEPA2026-03 with Project Reference Number 94848. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The Don Jose S. Monfort Medical Center now invites bids for Supply and Delivery of Drugs and Medicines EPA 2026-03 IB 2026-10-003 SDDMEPA2026-03. Delivery of goods will be Fifteen (15) calendar days upon the receipt of the Notice to Proceed as shown in Schedule of Requirements. Bidders should have completed, within ten (10) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from Don Jose S. Monfort Medical Center and inspect the Bidding Documents at the address given below Monday-Friday, 8AM to 5PM only.

1. A complete set of Bidding Documents may be acquired by interested Bidders from 8:00am to 5:00pm on October 8, 2026, Monday to Friday, from the Don Jose S. Monfort Medical Center and upon payment of a non-refundable fee, pursuant to the latest Guidelines issued by the GPPB,

The cost of bidding document for Supply and Delivery of Drugs and Medicines EPA 2026-03 will correspond to the total ABC joined by the bidder and range as indicated below:

500,000 and below - Php 500.00

More than 500,000 up to 1 Million - Php 1,000.00

More than 1 Million up to 5 Million - Php 5,000.00

More than 5 Million  – Php 10,000.00

A letter of Intent will be submitted by the bidder signifying their total ABC prior to sale of bid docs.

Deadline for the payment/selling of Bid documents will be on October 28, 2026 at 3pm.

It may also be downloaded free of charge from the website of the Modern Philippine Government Electronic Procurement System (MPhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Don Jose S. Monfort Medical Center will hold a Pre-Bid Conference on October 15, 2026 8:30 A.M. at OMCC Conference Room, DJSMMC, Barotac Nuevo, Iloilo and/or through video conferencing via GOOGLE Meet which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through a manual submission at the office address indicated below, on or before 9:00 AM, October 31, 2026. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on October 29, 2026, 9:00 AM at the OMCC Conference Room, DJSMMC, Barotac Nuevo, Iloilo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

1. The Don Jose S. Monfort Medical Center reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
