Supply, Delivery and Installation for the Provision of Internet Access Using Low Earth Orbit Satellite (PIALEOS) - Public Market in Region XIII (Rebid)

1. The Department of Information and Communications Technology Region 13, through the FY 2025 Continuing Special Account in the General Fund – Free Public Internet Access Program intends to apply the sum of NINE MILLION TWO HUNDRED TWO THOUSAND PESOS ONLY (PHP 9,202,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply, Delivery, and Installation for the Provision of Internet Access Using Low Earth Orbit Satellite (PIALEOS) - Public Market in Region XIII (Rebid). Bids received in excess of the ABC shall be automatically rejected at bid opening. 

1. The Department of Information and Communications Technology Region 13 now invites bids for the Supply, Delivery, and Installation for the Provision of Internet Access Using Low Earth Orbit Satellite (PIALEOS) - Public Market in Region XIII (Rebid). Supply, delivery, installation, testing, commissioning, final acceptance, and activation of all designated LEOSAT Kits, Customer Premise Equipment (CPE), and associated ancillaries across all identified locations, including the activation of the prepaid internet subscription with unlimited data allocation, shall be completed within forty (40) calendar days from receipt of the Notice to Proceed (NTP). The prepaid internet subscription shall be valid for one (1) year from the date of final acceptance. Bidders should have completed, at least 3 years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. 

1. Interested Bidders may obtain further information from the Department of Information and Communications Technology Region 13 and inspect the Bidding Documents at the address given below from Monday to Friday, 8:00am to 5:00pm.

1. A complete set of Bidding Documents may be acquired by interested Bidders on October 21, 2026 from the address given below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount in the table below:

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The Department of Information and Communications Technology Region 13 will hold a Pre-Bid Conference on October 29, 2026 at 02:00 PM at DICT Bldg., J. Rosales Avenue, Butuan City and/or through video conferencing via google meet https://tinyurl.com/PreBid-014 , which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated above on or before November 10, 2026, 12 noon. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

1. Bid opening shall be on November 10, 2026, 2:00 PM at DICT Bldg., J. Rosales Avenue, Butuan City.  Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

Note: The DICT13 BAC kindly reminds bidders of the requirement to have at least one (1) representative physically present during the Bid Opening at the DICT Regional Office XIII. It is important to note that submitted bids without a representative during the Bid Opening will still be evaluated. However, please be aware that if any questions or clarifications arise from the BAC, bidders who do not have a representative present will not be permitted to contest or provide further input.

1. The Department of Information and Communications Technology Region 13 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
