SUPPLY, DELIVERY AND INSTALLATION OF LOW EARTH ORBIT (LEO) STARLINK SATELLITE INTERNET KITS, SUBSCRIPTION, AND INSTALLATION/ACTIVATION FOR SCHOOLS

INVITATION TO BID FOR

     SUPPLY, DELIVERY AND INSTALLATION OF LOW EARTH ORBIT (LEO) STARLINK SATELLITE INTERNET KITS, SUBSCRIPTION, AND INSTALLATION/ACTIVATION FOR SCHOOLS

1. The Department of Education (DepEd) Schools Division Office of Camarines Sur, through the DepEd Computerization Program (DCP) FUND 2026 intends to apply the sum of FIVE MILLION EIGHT HUNDRED FIFTY-SEVEN THOUSAND ONE HUNDRED ELEVEN PESOS AND 23/100 ONLY (P5,857,111.23) being the Approved Budget for the Contract (ABC) to payments under the contract for abovementioned project. Bids received in excess of the ABC shall be automatically rejected at bid opening.

1. The DepEd Schools Division Office of Camarines Sur, through its Bids and Awards Committee (BAC) now invites bids for the above Procurement Projects. Delivery of the Goods is sixty (60) calendar days after the receipt of the Notice to Proceed. Bidders should have completed, within Ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

1. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

1. Interested Bidders may obtain further information from DepEd Schools Division Office of Camarines Sur, through its Bids and Awards Committee (BAC) and inspect the Bidding Documents at the Procurement Office, Freedom Sports Complex, San Jose, Pili, Camarines Sur from Monday to Thursday, 8:00 a.m. to 5:00 p.m., EXCEPT during HOLIDAYS and Work from Home (Pursuant to the DepEd Memorandum no. 18 s. 2026, the directive mandates a 4-day on-site schedule (Monday–Thursday) and designates Friday as a common work-from-home (WFH) day).

1. A complete set of Bidding Documents may be acquired by interested Bidders on     October 13, 2026 to November 3, 2026 until 9:00 a.m. only at the DepEd SDO Camarines Sur, Procurement Office, Freedom Sports Complex, San Jose, Pili, Camarines Sur upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of                    TEN THOUSAND PESOS (P10,000.00) ONLY.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

1. The DepEd Schools Division Office of Camarines Sur, through its Bids and Awards Committee (BAC), will hold a Pre-Bid Conference on October 20, 2026,      9:00 a.m. at Procurement Office, SDO of Camarines Sur, Freedom Sports Complex, San Jose, Pili, Camarines Sur, and/or through video conferencing via (https://meet.google.com/ejy-mbgn-sgj) PIN:786-133-161; Facebook Live: (https://tinyurl.com/m294td44),  which shall be open to prospective Bidders.

1. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at DepEd SDO Camarines Sur, Procurement Office, Freedom Sports Complex, San Jose, Pili, Camarines Sur, on or before November 3, 2026 not later than 9:00 a.m. Late bids shall not be accepted.

1. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

      representatives who choose to attend the activity.

1. a. For the purpose of constituting a quorum, both the physical and virtual   

    presence   of the BAC members shall be considered pursuant to GPPB Resolution    

    No. 09-2020.

The DepEd Schools Division Office of Camarines Sur, reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70[1] of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
