1. The City Government of Ormoc, through the Slaughterhouse: 2025 & 2026 Other Machinery and Equipment -Valencia Slaughterhouse-Equipment & Machineries Procurement intends to apply the sum of ₱ 6,274,313.00 being the Approved Budget for the Contract (ABC) to payments under the contract for Supply, Delivery, Installation Testing and Commissioning of Equipment for the New Valencia and Macabug Slaughterhouse, Ormoc City. Bids received in excess of the ABC shall be automatically rejected at bid opening.
2. The City Government of Ormoc now invites bids for carcass breaking saw, electric beef brisket opener saw w/ balancer, electric beef spitting saw, heavy duty dehairing machine etc. . Delivery of the goods is 90 Calendar Days. Bidders should have completed, at least three (3) years from the date of submission and receipt of bids, contracts similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3. Bidding will be conducted through competitive bidding procedure using a non-discretionary "pass/fail" criterion as specified in the IRR of RA No. 12009.
The Contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification.
i. Bidding is restricted to Filipino citizen/sole proprietorships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Interested bidders may obtain further information from City Government of Ormoc and inspect the Bidding Documents at the address given from 8:00 o'clock A.M to 5:00 o'clock P.M.
5. A complete set of Bidding Documents may be acquired by interested Bidders on September 18, 2026 until October 12, 2026 to the City Treasurer’s Office, Ormoc City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos (10,000.00) only.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The City Government of Ormoc will hold a Pre-Bid Conference on the date and time mentioned above at the City Administrator’s Conference Room, 2nd/F New Ormoc City Hall Building, Ormoc City and/or through video conferencing via ZOOM, which shall be open to prospective Bidders.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before the date and time mentioned above. Late Bids shall be marked as “late bid” and shall no longer be opened.
If submitting through representative, it must be accompanied by a Notarized Special Power of Attorney, Board/Partnership Resolution, and Secretary’s Certificate, as proof of authorization, Additionally, the representative must present a valid Company ID, a valid personal ID and proof of employment (such as Certificate of Employment) to ensure the representative is an official company member and to prevent fraudulent actions, such as the unauthorized use of another contractor’s eligibility for personal gain.
8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9. Bid Opening shall be on the date and time mentioned above at the City Administrator’s Conference Room, 2nd/F New Ormoc City Hall Building or via ZOOM. Bids will be opened in the presence of the Bidder’s representative who choose to attend the activity.
10. The City Government of Ormoc reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A No. 12009, without incurring any liability to the affected Bidder or Bidders.
