Supply of Diesel and Gasoline for
Sangguniang Panlungsod Office (REBID)
1)The City of Panabo through the Appropriation Ordinance No. 28, Series 2025- SPO -MOOE- Fuel, Oil and Lubricants Expenses intends to apply the sum of Four Hundred Ninety-Nine Thousand Nine Hundred Fifty Pesos Only (P 499,950.00)at Pump Price being the Approved Budget for the Contract (ABC) to payments under the contract for Bid No. 2026-09-161. Bids received in excess of the ABC shall be automatically rejected at bid opening
2)The City Government of Panabo now invites bids for Supply of Diesel and Gasoline for Sangguniang Panlungsod Office (REBID). Delivery of the Goods is in staggered release upon issuance of withdrawal slip in the total number of liters at pump price commensurate to the approved budget of the contract. Bidders should have completed, at least Ten (10) Years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

In conducting the bidding, proportionality and fit-for purpose approaches are considered such that the requirements of the bidding and implementation of contract/project is proportional to the needs of the City of Panabo.

3)Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009. The award shall be given to the Lowest Calculated Responsive Bid (LCRB) pursuant to the procedures of Section 61 and section 63 of the IRR.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4)Interested Bidders may obtain further information from City of Panabo and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM.
5)A complete set of Bidding Documents may be acquired by interested Bidders on September 16, 2026 from the BAC Office, 3rd Floor, New City Hall Bldg., J.P. Laurel, Panabo City upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Hundred Pesos (P 500.00).

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6)The City of Panabo will not hold a Pre-Bid Conference for this procurement project.

7)Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the BAC Office, 3rd Floor, New City Hall Bldg., J.P. Laurel, Panabo City, on or before 1:30 PM, September 23, 2026. Late bids shall not be accepted.
8)All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9)Bid opening shall be on 2:00 PM, September 23, 2026 at CLO-BAC Conference Room, 2nd Floor, New City Hall Bldg., JP Laurel, Panabo. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10)This Procuring Entity requires the following:

The bidder shall provide and/or submit to the BAC Secretariat its official email address and official Facebook Messenger account, to which all communications from the BAC Secretariat shall be sent. All letters / notices sent to the official email address and official Facebook Messenger account shall be considered as sufficient notice on the part of the bidder.
The bidder’s PhilGEPS Certificate of Registration must duly signed and/or certified copy and all the eligibility documents supporting the PhilGEPS Certificate of Registration (Platinum Membership) shall be required for submission during post-qualification pursuant to Section 63.2 of the IRR.

Bidders shall submit their bids in two (2) separate sealed bid envelopes containing the Original Copy, Copy 1 and Copy 2. The first shall contain the technical component of the bid including the eligibility requirements marked as “TECHNICAL COMPONENT” while the second envelope shall contain the financial component of the bid marked as “FINANCIAL COMPONENT” cited under Section 59 of the IRR. Failure to comply with the submission of separate sealed envelopes for the technical and financial components is a valid ground for disqualification.
The eligibility documents under the First and Second Envelopes of the Bid shall be required to be properly tabbed/labeled and soft bound or fastened/glued together for ease of evaluation of said eligibility documents and to avoid any misplacement of the contents of the Bid Envelopes to which the Committee shall assume no responsibility with.

2.Location of Gasoline Station/s must be within Panabo City ( Poblacion Area)

11)The City of Panabo reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
