Sustainable Emergency Back-up Power for Various Locations – Caribbean

AI Summary

The Department of Foreign Affairs, Trade and Development is procuring sustainable emergency backup power solutions for diplomatic and consular facilities across the Caribbean, specifically in Guyana, Haiti and Jamaica. The contract focuses on installing photovoltaic solar arrays combined with certified Battery Energy Storage Systems (BESS) at chancelleries, official residences and staff quarters, along with comprehensive upgrades to the existing electrical distribution infrastructure.

The contractor will conduct site assessments, execute engineering design, and perform turnkey installation of the renewable power systems, ensuring that the solar panels and battery storage are integrated into the building electrical loads to achieve a fully commissioned, operational backup system. The procurement calls for rapid, design‑build delivery so that all systems are operational before the end of the current fiscal year, thereby reducing reliance on diesel generators and enhancing business continuity while lowering long‑term operating expenses.

All installations must satisfy internationally recognised safety and performance standards, including the certification criteria for photovoltaic modules and battery energy storage units.

Description

In support of the Government of Canada’s Greening Government Strategy, the Department of Foreign Affairs, Trade and Development (DFATD) mandate is to improve the resilience of its real-property portfolio. The Department has identified a key requirement for sustainable back up power systems (photovoltaic (PV) solar and certified Battery Energy Storage Systems (“BESS”)), and upgrade of the electrical system at selected various locations abroad. The initiative is intended to reduce reliance on fossil-fuel generators, strengthen business continuity, and lower operating costs while adhering to internationally recognised safety standards.

To support DFATD’s critical mandate for resiliency, the contractor’s role will include, but not be limited to, performing site assessments, engineering design, and installation of sustainable backup power systems—including certified Battery Energy Storage Systems (BESS), solar PV, and general electrical systems—at selected Chanceries, Official Residences, and Staff Quarters. The objective of this task authorization (TA) based contract is to provide a rapid, turnkey, design-build solution that delivers fully commissioned installations at designated sites before the close of the current fiscal year and beyond.
