Tactical Communications Logistics Support
AI Summary
The Tactical Communications Logistics Support (TCLS) contract will be awarded to a service provider to deliver maintenance and resupply services for the Ministry of Defence’s tactical communications systems. The provider will be responsible for ensuring that spares, repairs, and stock management meet the prescribed availability requirements within the allocated budget, thereby sustaining the operational readiness of the MOD’s tactical command, control, and communication assets.
The successful contractor will monitor demand through a forecasting system, organise repair work, and prepare recommendations for future spare purchases to be authorised by the MOD. The role encompasses storage and warehousing functions for telecommunications equipment, necessitating coordination with maintenance, logistics, and operational teams to align support activities with tactical network demands. The contract, covering a period from 27 February 2028 to 26 February 2033 with a possible extension to 2035, will be delivered over seven years and may be renewed.
The MOD will engage industry partners through briefings, supplier conferences and forums during 2025 and 2026 to shape the approach to contracting and to assess potential solutions. All suppliers will have the opportunity to discuss delivery concepts, with the expectation that the selected solution will provide a robust logistics support framework for the UK’s tactical communications capabilities. The service shall comply with the prescribed availability requirements.

Engagement process description
The engagement may use a number of different channels and forums during 2025 and 2026. This may include, but not be limited to, supplier briefs, requests for information, and supplier forum meetings to identify the level of Industry interest, gain feedback on our approach to contracting for this requirement, and to understand what approaches Industry deem suitable for the delivery and running of the contract, once awarded.
The first event will be a Supplier Conference on 16th October 2025, to be held via Microsoft Teams from 1000hrs – 1230hrs. The event will be recorded and a copy made available through the TacSys Service Executive Industry Engagement channel.
This event follows on from the Land Equipment (LE) Tactical Communications Information Systems (TacCIS) Programme and TacSys SE Industry Day held on 22nd January 2025. Information on TacSys engagement events can be accessed via the TacSys Industry Engagement channel hosted on Defence Share. The aim of this PME event is to commence a conversation between the TacSys SE team and Industry partners on the strategy for the TCLS requirement, which will seek to deliver a support solution for the UK MOD’s tactical communication capabilities. Our relationship with our Industry partners is critical to achieve this.
We are running this event using Microsoft TEAMS. We may need to limit the number of attendees per company to accommodate attendance from as many different organisations as possible. If oversubscribed, the following criteria will be applied to down select attendees:
a. Minimise numbers of representation from within the same business unit within a company.
b. Target companies that have the capability to support this type of contract. It should be noted that non-attendance at this event does not preclude organisations from any potential future TacSys SE procurement activities or events. Information shared at this event will be available to attendees and, upon request, to appropriately cleared organisations.
Registration will close at 1700hrs on 9th October 2025. Additional detailed information and joining instructions will be sent out to successful attendees by 13th October 2025.
Neither the presentation nor discussions constitute any form of pre-qualification exercise. Any formal procurement process will be undertaken in accordance with the relevant Procurement Law. Nothing in the event or any other engagements with Industry prior to a formal procurement process shall be construed as a representation as to the Authority's ultimate decision in relation to any future requirement.
