Theory Test Services
AI Summary
The Driver & Vehicle Standards Agency (DVSA) is re‑procurementing the national UK Theory Test Service, the statutory e‑assessment prerequisite for all learner drivers seeking a practical test. The service encompasses 16 distinct test variants—including car, motorcycle, large goods vehicle, passenger‐carrying vehicle, certificate of professional competence, approved driving instructor, enhance rider scheme, examiner car, and Northern Ireland‑specific tests such as taxi and approved motorcycle instructor—each consisting of a Multiple‑Choice Questions segment and a Hazard Perception Test. As the country’s largest online assessment platform, it currently processes roughly 3.6 million tests annually and requires a robust, scalable solution that delivers e‑learning content, operates virtual educational centres, supports software configuration, and manages secure computer testing services across the United Kingdom.
The contract will span a seven‑year period from September 2028 to September 2033, with a potential extension, and will be awarded through a structured engagement process that includes targeted RFIs, webinars, round‑tables, and one‑to‑one supplier meetings. The DVSA’s procurement strategy will consider commercial, technical, and service‑delivery factors to refine the scope of the theory test solution and ensure its alignment with national standards. The selected provider must deliver a fully secure e‑assessment system that complies with UK data protection regulations, accessibility guidelines, and relevant information‑security standards.
