Train Services Agreement (TSA) and Technical Support and Spares Supply Agreement (TSSSA)

AI Summary

Caledonian Sleeper Limited is preparing to renew the Train Services Agreement and Technical Support and Spares Supply Agreement for its Mk5 coach fleet of 75 vehicles. The procurement will encompass comprehensive maintenance and support services divided into five distinct lots: preventative and corrective maintenance, train cleaning and presentation, overhaul and heavy maintenance, preventative and corrective spares, and technical support. Each lot is designed to address the full lifecycle requirements of the Mk5 fleet, ensuring the coaches remain safe, reliable, and in optimal operating condition for passenger service.

To inform the renewal, CSL has outlined a pre‑procurement market engagement exercise that will explore the most effective packaging of these services. The exercise seeks to maximise supplier participation, achieve value for money, and encourage innovation within the supply chain. Any subsequent procurement will be contingent upon approval from Scottish Rail Holdings and Transport Scotland on behalf of Scottish Ministers, ensuring that the selected packages align with national rail policy and regulatory expectations.

All services, spares, and support activities supplied under this agreement must comply with the technical standards and regulatory requirements applicable to Mk5 coaches in the UK rail sector.
