Tribunal Clerking
AI Summary
The Ministry of Justice, through the HM Courts & Tribunals Service, seeks a fully managed Tribunal Clerking Service to support effective delivery of both in‑person and hybrid hearings across a range of venues including court, hospital, community and other approved locations throughout England. The engagement is not for temporary workers or individual personnel; instead the selected supplier will be accountable for the recruitment, vetting, training, scheduling, deployment, supervision, management, and performance of all its personnel, providing an outcome‑based service that ensures hearings receive a complete, reliable, and appropriately assured clerking provision.
Potential suppliers are invited to demonstrate experience in managed services, workforce management, operational support, business process outsourcing, hearing support, scheduling, and deployment models that can meet the authority’s requirement for consistent, high‑quality clerking support. The service must be structured to allow the tribunal panel and participants to conduct hearings effectively without the authority providing direct supervision or control over the supplier personnel. The procurement will follow a market engagement approach to gauge capacity, capability, and the most suitable commercial model before a formal tender is issued.
The service must deliver a complete, reliable, and appropriately assured clerking support, meeting the authority's defined outcome criteria.
Description
The Supplier shall deliver an outcome-based service and shall be accountable for the recruitment, vetting, training, scheduling, deployment, supervision, management and performance of all Supplier Personnel. The Authority is not procuring temporary workers or individual personnel and shall not supervise, direct or control Supplier Personnel as workers.
The required outcome is that accepted hearings receive a complete, reliable and appropriately assured clerking service so that the tribunal panel and participants can conduct the hearing effectively.
