VAN RENTAL TO BE USED DURING THE CONDUCT OF VARIOUS ACTIVITIES OF THE DEPARTMENT OF AGRICULTURE RFO 5 BANNER PROGRAMS UNDER FIELD OPERATIONS GROUP AND INTEGRATED LABORATORY DIVISION FY 2026

1) The Department of Agriculture Regional Field Office 5, through the GAA for 2026 – Various Fund intends to apply the sum of Five Million Three Thousand Five Hundred Pesos (₱5,003,500.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Van Rental to Be Used During the Conduct of Various Activities of The Department of Agriculture RFO 5 Banner Programs Under Field Operations Group and Integrated Laboratory Division FY 2026. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2) The Department of Agriculture Regional Field Office 5 now invites bids for the following:

Important Note regarding Van Rental Services
 DOT Accredited
 Vehicle must be duly registered under the name of the rental company
 Winning bidder will be required to have at least one dispatcher to coordinate with the representative of the procuring entity
 Chauffeur must possess professional driver's license
 Chauffeur must be equipped with cellular phone for easy communication
 Vehicle must be a four-wheel enclosed vehicle having dual side doors and a fifth rear door or lift-up tailgate
 Vehicle must be equipped with air-condition, stereo, glass tint, and seatbelts
 Maximum seating capacity of 10 passengers, including the driver, with it's two (2) rows of front seats and foldable rear seats (optional)
 Engine displacement not exceeding 2500 cc for gasoline or 2800 cc for diesel; or alternative fuel vehicle (AFV)

Note: Scheduled within 300 calendar days

Bidders should have completed, within Ten (10) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.

3) Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No. 12009.

• Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183.

4) Interested Bidders may obtain further information from Department of Agriculture Regional Field Office 5 and inspect the Bidding Documents at the address given below during Mondays – Fridays, 8:00 AM to 5:00 PM except for Holidays, Saturdays and Sundays.

5) A complete set of Bidding Documents may be acquired by interested Bidders on June 10 – July 1, 2026; 9:00 AM from the given address and website(s)below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of Php10,000.00.

The Procuring Entity shall allow the bidder to present its proof of payment for the fees.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6) The Department of Agriculture Regional Field Office 5 will hold a Pre-Bid Conference on June 18, 2026; 10:00AM at 3rd Floor, Training Hall, Operations Bldg., DA RFO-5, San Agustin, Pili, Camarines Sur, and/or through video conferencing via ZOOM, which shall be open to prospective Bidders.

7) Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission at the office address indicated below, on or before July 1, 2026; 9:00AM. LATE BIDS SHALL NOT BE ACCEPTED.

8) All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9) Bid opening shall be on July 1, 2026; 10:00AM onwards at the given address below 3rd Flr. Sta. Catalina Hall, Operations Bldg., DA RFO-5, San Agustin, Pili, Camarines Sur and/or through teleconferencing/webcasting via ZOOM. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity.

10) In case of a tie Bid, the BAC will conduct the Guidelines on the Use of Non-Discretionary/Non-Discriminatory Selection criteria as Tie-Breaking Method thru DRAW LOTS in case of two or more Bidders have been post-qualified determined as the bidder having the Lowest calculated and Responsive Bidder (LCRB) (GPPB Circular No. 06-2005).

11) The Department of Agriculture, Regional Field Office 5 reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or Bidders.
