Description
Eldred Township will receive sealed bids for the Warrensville Pedestrian & Roadway Safety Improvements Project located in Eldred Township, Lycoming County. The Township will receive bids through PennBid at the offices of R K Webster, LLC, 513 Jordan Avenue, Montoursville, PA 17754, until 1:00 P.M., Local Prevailing Time, Thursday February 27, 2024 at which time the bids will be publicly opened and read aloud.
The project shall include, but is not limited to, replacement/placement of all existing and missing concrete sidewalk, curb, driveway aprons and ADA curb ramps, replacement of all existing non-LED overhead streetlights with cobra head LED streetlights, shoulder pavement restoration, pavement markings for crosswalks and stop bars, installing & maintaining erosion and sediment control measures, traffic control and all necessary incidental work, associated seeding and mulching, appurtenances and site restoration for said construction as set forth in the Project Manual.
All work and material must be in accordance with current Pennsylvania Department of Transportation (PennDOT) Publications 408 and 447 and supplements. Bidders must be PennDOT pre-qualified.
The Project Manual may be viewed and downloaded from PennBid (www.pennbid.net). Paper copies of the Project Manual may be purchased through the PennBid website. Bids will only be accepted from bidders who are bidding online through PennBid.
A certified check or bank draft payable to the order of Eldred Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
Construction Performance and Payment Bonds are required in the amount of one-hundred (100) percent of the Contract as awarded.
Bidders are hereby notified that Prevailing Wage Rates must be paid on local transportation projects over $100,000 in accordance with the Act 89 Transportation Plan.
Each Bidder (and Bidder’s subcontractor[s]) must ensure that employees, and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
Bids may be held by the Eldred Township Board of Supervisors for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.
